Meeting of Project Steering Committee was held

A meeting of the Steering Committee of the international technical assistance project “Removing Barriers to Wind Power Development in Belarus”, funded by the GEF and implemented by UNDP in Belarus, was held on July 7, 2017 in Minsk.

About 30 guest specialists from various organizations, ministries and departments (the Ministry of Natural Resources, UNDP, the Ministry of Economy, the Ministry of Finance, the Ministry of Energy, the State Committee for Standardization of the Republic of Belarus (GosStandart), etc.) took part in the event, as well as from among the consultants of the project.

Deputy Minister of Natural Resources and Environmental Protection of the Republic of Belarus, Siarhei Khruschou, addressed the participants of the meeting with opening remarks, denoting the importance of wind power development in our country and around the world. In his speech, the Deputy Minister briefly described the history of the development and the current state of wind power in our country, and also told about the most significant achievements of the project and short-range plans, “One of the key activities of the project is the setting-up of LLC “Wind Private Finance Organization”. The aim of this organization is efforts to form pre-investment assets, the funds from which will be channeled for the formation of new wind energy projects, as spelled out in the approved project document.”

Siarhei Khruschou emphasized the relevance of the project and thanked all the members of the Steering Committee for their active participation in its implementation.


UNDP Project Coordinator, Mr. Igor Tchoulba, greeted the sitters and noted the special importance of the project implementation for the Republic of Belarus, “This project is of utmost importance for us. We keep a sharp lookout for its implementation with colleagues from the Ministry of Natural Resources and Environmental Protection. This is a landmark project, it will largely determine to what extent international organizations will allocate resources that support development in prospect.”  Mr. Igor Tchoulba wished the meeting fruitful work with an honest and frank exchange of views.


The Manager of the project “Removing Barriers to Wind Power Development in Belarus”, Maryna Belavus, did a presentation detailing operational results for the first half of 2017, and also presented the next planned activities.


The Regional Technical Advisor on Climate Change Mitigation of UNDP Istanbul Regional Hub, Mr. John O'Brien, did a presentation revealing the general requirements for projects implemented by UNDP at the global and regional level.

The specialists also discussed topical issues of a further mechanism of wind power development:
› Attracting real investments;
› Barriers related to the quoting of the industry;
› Installation of exceptionally new modern high-performance equipment;
› Training of specialists in the field of wind power;
› A work plan of LLC “Wind Private Finance Organization” created within the framework of the project;
› etc.

Representatives of non-profit associations also expressed their suggestions on the further work of the project and the overall development of wind power. The Executive Director of the “Renewable Energy” Association, Vladimir Nistyuk, recommended approaching the assessment of job descriptions of companies that are competitors for quotas for the construction of wind power projects more carefully and involving the members of the association in the work of the project more closely. The Chairman of the Board of the NGO “Green Economy”, Andrei Pinigin, suggested to use the successful experience of public discussions, which is perfectly applied in the development of the “National Action Plan for the Implementation of Green Economy Principles in Sectors of National Economy of the Republic of Belarus till 2020”, when developing legislation regulating the renewable energy sector.
