The international technical assistance project “Removing Barriers to Wind Power Development in Belarus”
The project was approved by the Decree of the Council of Ministers of December 18, 2014 № 1189 “On approval of international technical assistance projects”.
The project was registered in the prescribed manner by the Ministry of Economy of the Republic of Belarus on December 24, 2014, the registration number 2/14/000734.
The donors of the project are the Global Environment Facility (GEF) and United Nations Development Programme (UNDP).
Performing organization – UNDP.
The project is implemented on the national basis, the national performing organization is the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus.
Performance time: 2015-2019.
The objectives of the project “Removing Barriers to Wind Power Development in Belarus” are the following:
• assistance in the removal of barriers to wind power development in the Republic of Belarus;
• development of sites for the construction of wind farms, which will lead to obtaining permits, financing and construction of wind power turbines with a capacity of not less than 25 MW in Belarus;
• creation and implementation for these wind power turbines of such a mechanism that will in the future become a model and open up opportunities for the future development of wind power turbines by private companies.
There are 4 components in the project “Removing Barriers to Wind Power Development in Belarus”.
The first component involves the development and implementation of regulatory legal acts on the promotion of wind energy with the support of the project. This component will help eliminate regulatory barriers that remain to date in the development of wind energy.
The second component aims to support the Republic of Belarus in enhancing the confidence of potential investors in the profitability in the field of wind energy projects in the Republic of Belarus. As a part of this component, a large-scale information campaign on renewable energy will be held.
The third component. Providing an investment grant from the GEF project for financing the development of documents on the wind power installations with the total capacity no less than 25 MW.
The fourth component. Successful development of at least 5 projects on wind power installations and the continuation of WESU after the project completion.
